Public Private Partnership

PURPOSE:

The main purpose for using Public Private Partnership (PPPs) is to deliver better value for money for Government than traditional procurement. When weighing up the pros and cons of whether to go the PPP route, value for money should be the main objective.

VISION:
Facilitating and enhancing quality public service delivery by being a catalyst for efficient, effective and value-for-money best practice solutions.

MISSION:
To enable National Treasury and Provincial Treasury to effectively regulate PPPs.
To evolve as a dynamic and sustainable centre of excellence for PPPs.
To drive PPP deal flow by identifying project opportunities that yield value for all stakeholders
To provide technical assistance to public institutions through project feasibility, procurement and management; and
To promote an enabling environment for PPPs by:
• facilitating certainty in the regulatory framework
• developing best practice guidelines
• providing training, disseminating reliable information and
• driving black economic empowerment in PPPs.

STRATEGIC OBJECTIVES:
The Strategic Objective of the KwaZulu-Natal PPP Unit is to facilitate, manage and oversee PPP’s at a Provincial level, in accordance with the Legislative mandates. In light of the above, the specific responsibilities of the Unit, is summarised as follows:
Providing substantial technical, financial and legal guidance and advice to support the PPP project
This would include:
• Communicating the government’s public private partnerships strategy clearly and consistently to all spheres of government, potential private investors and other stakeholders.
• Assisting departments, public entities and municipalities to prepare and implement cost-effective and affordable public-private partnership projects. Such assistance would be available throughout the PPP project cycle, from project identification through to financial closure.
• Supporting capacity enhancement activities by initiating, managing and as appropriate, executing technical assistance and training activities.
