Work Experience

Siza started his career as a Student Counsellor and Administrative Officer at the University of Durban – Westville (known as University of KwaZulu-Natal) in the Financial Aid Bureau and was later promoted to head the Student Private Housing section.
He later joined the Public Service as a Media Liaison and Dispute Resolution Officer in the Department of Transport where his main responsibility was the setting up of KZN Provincial Office and administrative systems for the transformation and legalization of the provincial taxi industry.
When he left Department of Transport, he went back to tertiary education sector by joining Technikon Natal (known as Durban Institute of Technology) as an Administrative Manager in one of student affairs divisions.
In 1998, he was appointed by KwaZulu-Natal Parliament as a Manager for Industrial Relations and Human Resources Development. While in this position, he was the initiator of the first training programme for Members of the Provincial Parliament in KwaZulu Natal.
In 2000, Siza was appointed by KwaZulu Natal Department of Finance (Provincial Treasury) to be the Director for Administration, Communication and Parliamentary Liaison in the office of the M.E.C. for Finance. A year later, in 2001, the same Department noticed his brilliance and knowledge in law and appointed him to establish and head the Directorate of Legal Services thus becoming, the first Treasury Legal Advisor in the province.
After 8 years of service as a Treasury Legal Advisor, while holding two Masters degrees in law and admitted as an Advocate, he is the expert public service legal practitioner in the fields of contract drafting, contract management, supply chain management, government budgeting legislation, law-making processes, financial management legislation and constitutional matters for provincial departments and municipalities in KwaZulu-Natal.
In 2009, Siza was appointed to head procurement for the whole KZN province as a General Manager for KwaZulu-Natal Supply Chain Management Unit within Provincial Treasury. In this role, he is responsible for procurement policy development, procurement policy compliance, procurement information management, contract management and general procurement support to all Provincial Departments and delegated Municipalities in the province.

• Analyze the spending trends of Provincial Departments and Municipalities and introduce measures to promote Preferential Procurement objectives
